Anyone building in RAJUK’s jurisdiction will meet three separate approvals. They are often lumped together as “plan pass”, but they happen at different points in a project and answer different questions.
General information only. RAJUK requirements, forms and fees change — always check the current rules and the RAJUK online system before you submit. Approval decisions belong to RAJUK alone.
1. Land Use Clearance (ভূমি ব্যবহার ছাড়পত্র)
The question it answers: may this land be used for what you want to build?
Land use clearance looks at the plot against the applicable plans and land-use rules — for example, whether a residential, commercial or mixed-use building is permitted at that location. It typically comes first, because there is no point designing a building the land cannot be used for.
What you usually need ready: ownership documents, the mouza and dag details, a site plan, and information about the intended use.
2. Construction Permit (নির্মাণ অনুমোদন)
The question it answers: may this particular building, as designed, be built here?
The construction permit is the approval of the building design itself — the architectural drawings and the associated engineering — against the building construction rules and the Bangladesh National Building Code. This is the step most people mean by “plan pass”.
What you usually need ready: the land use clearance, a coordinated set of drawings prepared by qualified professionals, ownership documents, and the other information and clearances the application asks for. Depending on the building, separate clearances — such as fire safety through the Fire Service’s e-Fire License system, or height clearance from CAAB near airports — may also be relevant.
3. Occupancy Certificate (অকুপেন্সি সার্টিফিকেট)
The question it answers: was the building built as approved, and may it be occupied?
The occupancy certificate comes after construction. It connects the finished building back to the approved design. For buyers of flats, it is one of the documents worth asking about, because it speaks to whether what was built matches what was approved.
How the three fit a project
- Feasibility and land check — confirm ownership and what the land can be used for.
- Land Use Clearance.
- Design — architecture, structure and building services, coordinated.
- Construction Permit, plus any fire, height or other clearances that apply.
- Construction — built to the approved drawings.
- Occupancy Certificate after completion.
Why no one can guarantee approval
Each of these is a decision by RAJUK. A consultant can make an application complete, consistent and well-prepared — which avoids the most common causes of queries and resubmissions — but cannot promise the outcome or the authority’s review time. Treat any offer of “guaranteed approval” as a warning sign.
Where BEST ABASHON helps
We check the land and documents first, prepare or coordinate the drawings with qualified professionals, assemble the submission, and track each approval as its own milestone with a correspondence log. See RAJUK approval assistance, or the official RAJUK website.
